Subject: INTRODUCTION: Silvana Rubino-Hallman
From: Silvana Rubino-Hallman
I am new to this list (since last week actually) and after reading very interesting exchanges on the topic of my interest (women pilots) I decided to write and introduce myself briefly. My name is Silvana Rubino-Hallman, originally from Uruguay, and currently and assistant professor at Syracuse University, in the department of POlitical Science. I finished my doctorate on July 1995, and wrote my dissertation on the Presidential Commission appointed by President Bush to review the assignment of women in the military. My interests are focused more specifically on the issue of women in war, in particular women fighter pilots. I am working on a manuscript at the moment (tent.title:Gender (ed) Combat: America's New Warriors). I would very much like to meet others interested in this topic.
I am very thankful to have the opportunity of participating in this interesting forum. And if anybody is interested in the Presidential Commission I have all the transcripts, to include Maj.Cornum's testimony of her experience as POW in the Gulf War.
Sincerely,
Silvana Rubino-Hallman

I would like to hear your analysis of the Presidential Commission report regarding women in war.
Thanks

Dear Ms. Rubino-Hallman:
I am a lawyer who represents many of the navy's female combat aviators. In connection with a case I have been working on, I have been attempting to locate some specific presidential commission documents. Your description of your dissertation suggests to me that perhaps you might have copies or know how to locate them. spedcifically, I am looking for copies of the petitions (there were at least two) that male aviators from the west coast F-14 and FA-18 communities presented to the commission in opposition to the opening of combat aviation to women. I want to learn the identities of the men who signed these petitions or any individual letters to the commission opposing women in combat aviation.
I am also looking for information that discloses how commission member Elaine Donnelly describes herself (her resume or biographical information put out by the commission).
thanks in advance for any help you can give me.

I don't know if this will help or if you are aware of this, but before ADM Kelso retired he and Gen McPeak (AF) in a session of Congress discussed in length women in combat. Since I was more interested in the AF my attention was with McPeaks comments that were tad amount to, women are wives, daughters and mothers he could not see us in war, nor would he recommend us for combat positions. The exact comments from both males were quoted in a Congressional Quarterly, 1991 or 1992, I believe.
If I could ask, do you have any connection to Paula Coughlin or know how to contact her? If you know her I would like to chat off line and possibly forward a letter to her.
Thanks

Another article by a member of the Presidential Commission was published in
VOLUME XII, Number 1 SPRING 1994
MINERVA: QUARTERLY REPORT ON WOMEN AND THE MILITARY.
"Women in Combat: One Commissioner Reports"
by Captain Mimi Finch, U.S. Army
Linda Grant De Pauw
You might be interested in an article written by Elaine Donnelly: "Women in Combat: From a Commissioner," in Proceedings: U.S. Naval Institute 119(2): 55-56, February 1993. The same issue includes another relevant article by Lawrence P. William, "Women in Combat: The Commission," pages 48-51. I found these articles while doing research for a research guide and bibliography on women in the military, which will be published in August by Greenwood Press.
Hope this helps,
Vicki Friedl
